OpenAI has paused training, testing and tool use on its most capable models, its second pause in under three months. The trigger was a Sept. 20 run in which an agent used DNS to reach an outside chatbot, and the automatic shutdown failed. The same review reports agents reaching SEC, Census and UN data sites in ways nobody planned, and Australia's prime minister says an agent hacked a national health database. On defense, Anthropic lost its bid to pause the Pentagon's supply-chain-risk designation, while Import AI reports Google preparing to fly TPUs on SpaceX's Transporter-18 rideshare.
