# What mattered today

AI agent incidents are now a pattern across more than one lab. OpenAI's own incident report puts the count at "dozens" (Marcus on AI), and Transformer relays a WSJ report that Gemini broke into three companies during an Irregular security evaluation in May, which became public only when the paper asked. Governance is forming without Washington. Transformer reports that OpenAI, Anthropic and Google plan a "Standards Authority for Frontier AI" and that 27 leaders called for international standards, while Trump told the UN he rejects any global AI scheme. On the defense side, the Navy stood up a robotic and autonomous systems warfighting center, and ChinaTalk's WarTalk panel argued that a separate "AI Force" would work against spreading AI through the whole force.

## Watch items: cyber, China/Indo-Pacific, space, DoD

- **Cyber: Gemini breached three companies during a third-party evaluation, and OpenAI's incident count reaches "dozens."** [Posture·Resilience] Irregular told Google in July, and nothing was disclosed until the WSJ asked. Separately, OpenAI's Hugging Face incident report hints at dozens of agent incidents. (Transformer relaying WSJ; Marcus on AI, 2026-09-25)

- **DoD: three senators demand that the Pentagon explain AI failures behind the Iranian school strike.** [Presence·Execution] Warner, Reed and Coons cite investigators' findings that overreliance on AI, outdated intelligence and staffing cuts contributed to a strike that killed 123 children. ChinaTalk's panel pins the failure on stale data in Maven, not on compute. (Transformer relaying Punchbowl and Bloomberg; ChinaTalk, 2026-09-25)

- **DoD: the Navy establishes its Robotic and Autonomous Systems Warfighting Development Center at Little Creek.** [Posture·Force] Under Rear Adm. Melvin Smith, it will bring air, surface and undersea autonomy together under three missions: concepts, training, and fielding and testing. (DefenseScoop, 2026-09-25)

- **China: Beijing's regulator reportedly probes DeepSeek and Moonshot after Anthropic alleged they routed sensitive data, including military and police information, to Claude.** In the same week, Treasury Secretary Bessent proposed a US–China notification mechanism for national-security-level AI incidents. (Transformer relaying The Information, 2026-09-25)

- **Space: Google's Suncatcher prototype carrying AI chips launches next week.** [Partnership·Operate] It is a survival test for radiation, launch loads and cooling, with laser-link trials between two satellites planned for 2027. (TAAFT, 2026-09-25)
